Bob,&lt;br /&gt;&lt;br /&gt;Good info!  I&amp;#039;m up here in Linthicum for the FINAL 3-day FSO Program Management course that will EVER be held again.  Since the DSS Academy facility is being BRAC&amp;#039;d and moved to Quantico, VA, they have decided to drop the course offering.&lt;br /&gt;&lt;br /&gt;Instead, in 2009, they will add a third on-line course that will supplement the EISM and PCSM courses in lieu of the 3-day course.  In 2010, they will introduce new, modular courses, that can be accomplished in 2-3 hour increments, in sufficient numbers to meet the NISPOM FSO training requirements.&lt;br /&gt;&lt;br /&gt;Sorry I used this forum, but I did not want to create a new thread.&lt;br /&gt;&lt;br /&gt;Might want the Webmaster to validate and get this info posted where all can see.&lt;br /&gt;&lt;br /&gt;Darn, I miss the Chat Rooms!&lt;br /&gt;&lt;br /&gt;Megnotov</description>

Do you have a DD254? If so, look under section 13. There should be statement which address your concern. I have been experiencing the same thing for awhile now. It seems when I click on notifications or change screens in JPAS, I&amp;#039;ll get kicked out and it says &amp;quot;User Timed Out&amp;quot;. Then I can&amp;#039;t log back in for 30-45 minutes. It is very frustrating. I also use Explorer, but I find it hard to believe it&amp;#039;s an internet problem and not the JPAS application problem.</description>

Thanks for that information, it as very helpful.  Couple of questions: &lt;br /&gt;&lt;br /&gt;1) Can I request a print out or copy of my JPAS record? I asked my FSO could I have a copy so that I had a physical record of the date the incident report was filed.  The FSO declined.&lt;br /&gt;&lt;br /&gt;2)Does my FSO have to disclose to me that they submitted an incident report?  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;3) What are my rights as an employee?  I simply would like to be prepared (i.e I would like to gather all e-mails, dates and facts pertaining to the incident) if I&amp;#039;m everr approached by an investigator.  &lt;br /&gt;&lt;br /&gt;I&amp;#039;ve sent a notarized letter to DSS asking for details but I&amp;#039;ve been told this could take a while since there is a extensive backlog.  &lt;br /&gt;&lt;br /&gt;Thx</description>

We know how to do mass personnel tranfers, etc. but I am wondering if visits that are already set up in the system transfer to the new CAGE code. Thanks, but I&amp;#039;ve tried that route already &amp; only came up with two viable things.  One is the &amp;quot;Wikipedia&amp;quot; (generic) description &amp; the other is the full blown &amp;quot;legal-eze&amp;quot; write-up - neither of which work for me (one is too simplistic &amp; doesn&amp;#039;t give me the guidance I need &amp; the other is too complex to digest - I don&amp;#039;t do well with &amp;quot;legal-eze&amp;quot;).&lt;br /&gt;&lt;br /&gt;What I&amp;#039;m looking for is someone who already has a good understanding of the topic that can help me get my arms around it in a big hurry - I need it already &amp;quot;boiled down&amp;quot; into the basics so that I can quickly &amp; efficiently figure out what I may need to do to protect my company as best I can.</description>

What level did you check the person in? We have noted in several cases where Level 5/6 will show investigation and eligibility, and Level 10 won&amp;#039;t. If Level 10 doesn&amp;#039;t show the data, it comes up N/A in reports. We have to have the CAF fix it. Just had a case of this last week.&lt;br /&gt;&lt;br /&gt;I always tell my security managers to use Level 10 when checking clearance info, as it is usually the most accurate.</description>

I have had a final secret and I was upgraded to TS/SCI for a position. but after taking and passing the polygraph I got an incident report on my JPAS after two months, which put me out of work for 8 months now. My security officer says he doesnt know what the report is but my clearance is not revoked or suspended according to him. I also contacted Privacy act branch and they are taking their time. &lt;br /&gt;&lt;br /&gt;My question to you guys is what is going here. I have nothing to hide. I dont even know what the incident report is. I never been in any trouble. Is this something that happens normally ?</description>

If you are having problems logging onto JPAS and are using a &amp;quot;Favorite&amp;quot; on your browser it is because they have changed JPAS servers. On 1 Oct 08 ODNI issued a spate of policy documents regarding SCI eligibility.  The big change was removing the prohibition against non-US citizen immediate family members. One of the policy documents, Intelligence Community Policy Guidance (ICPG) #704.2, concerning adjudication, includes an Annex A that is suppose to be the Dec 05 Adjudicative Guidelines.  However, Guideline C (Foreign Preference) in this Annex A is significantly different and amazingly more lenient than Guideline C in the Dec 05 Adjudicative Guidelines.&lt;br /&gt;&lt;br /&gt;Does anyone know why there is a difference?  Have the Adjudicative Guidelines been revised? Whenever we get a new employee who is Loss of Jurisdiction, or they go LOJ after we hire them, we simply ask the CAF to order heir case and adjudicate it. We base this on the current investigation showing in JPAS.&lt;br /&gt;&lt;br /&gt;I would imagine DISCO could do the same? It&amp;#039;s a simple process.</description>

I don&amp;#039;t think you can check on the status of your SCI investigation, but you can check in ACAVS (Army Contractor Automatic Verification System)to see if you have been nominated for SCI. Most Army contracts use ACAVS so your SSO should have an account, you can ask them to print out your page showing you have been submitted.&lt;br /&gt;If the contract your getting nominated under does not use ACAVS, I think the only thing you have is his/her word.&lt;br /&gt;The time frame varies it could be 4months or 1 year it depends on your personal history.</description>

Did Kastle install your Intrusion Detection System (IDS), otherwise known as your alarm? If so, I&amp;#039;m surprised that they can&amp;#039;t help on this, and I might shop around for other installers in your area.&lt;br /&gt;&lt;br /&gt;Regardless, the entire system has to meet UL 2050 standards (there are some other UL standards that independent components meet wrapped up in that). A &amp;quot;Protection Level 1&amp;quot; (PL-1) system is an IS where all users have the same clearance level and the same need-to-know. The SSP template provided by ODAA follows NISPOM Chapter 8 pretty well, and provides the outline for the information needed to complete the plan.&lt;br /&gt;&lt;br /&gt;My advice: engage a technically-savy co-worker to be your Information Systems Security Manager (ISSM). As FSO, your responsibility is to appoint a technically-savy individual to the ISSM role, not necessarily to understand how the system itself works. The ISSM will interact with the Information Systems Security Professional (ISSP) in your local DSS field office, much in the same way that the FSO interfaces with the IS Representative.&lt;br /&gt;&lt;br /&gt;Hope that helps a little.</description>

From a co-worker of mine&lt;br /&gt;&lt;br /&gt;I would say that rather than an MFO (where, you are correct, both facilities would need a FCL), this would be a &amp;quot;Parent-Subsidiary&amp;quot; relationship (two seperate legal entities). The CSA could approve the board of directors for the parent formally exclude the parent from access to all classified available to the subsidiary. The subsidiary must ensure that the parent is denied access.  (See NISP 2-109) There is also the issue of Foreign Interests to deal with.&lt;br /&gt;&lt;br /&gt;Also read ISL - 2006-02&lt;br /&gt;7. You can get a clearance with the discharge like that. The way it was explained to me was the discharge is not a factor but the reasons for the discharge will likely be the derogatory information.&lt;br /&gt;&lt;br /&gt;I&amp;#039;ve spoke with adjudicators on the subject and they relayed the same.</description>

Your FSO or anyone else with sufficient JPAS access permissions can effect the transfer whether the other company does anything or not.  All they have to do is set up the appropriate Category in your organization&amp;#039;s PSM Net, in-brief the person and then &amp;quot;indoctrinate&amp;quot; (i.e., pick up whatever level eligibility they&amp;#039;ve been adjudicated at (not to exceed your facility clearance level) and transfer it to your Cage Code PSM Net).&lt;br /&gt;&lt;br /&gt;I have some people who currently show as much as 4 Secret clearances with 4 different Cage Codes in JPAS.</description>

One of my folks had scheduled an investigation meeting with an OPM investigator but was suddenly called out of town and didn&amp;#039;t have the investigator&amp;#039;s contact info to reschedule.  He/I contacted OPM to see if we could obtain that information and I was told that unless I had a PIPS 11 and 12 form on file, they could not provide that information.</description>

Our CAF has different guidance on marriage to a foreign national. I married in march, while I was on leave (planned and informed my boss), and rather than opting for the proper route, he submitted an incident report on me as well.&lt;br /&gt;&lt;br /&gt;Anyways, long story short, the CAF basically said to go ahead and submit the SAC check on my wife and all will be well.&lt;br /&gt;&lt;br /&gt;As far as removal goes...depends. Another individual had an out of scope investigation with an incident that was a documented &amp;quot;non-issue&amp;quot;/submission error&amp;quot;. Our CAF opted to wait until a new investigation finished to adjudicate the incident with it.&lt;br /&gt;&lt;br /&gt;It was a catch .22 so to speak. CAF cannot adjudicate incident because favorable adjudication = granting elligibility. CAF cannot grant elligiblity for anyone with this particular type of investigation = CAF cannot adjudicate incident.&lt;br /&gt;&lt;br /&gt;This occured in 2005, and was favorably adjudicated at the close of the investgation (and review by CAF) 2 weeks ago.</description>

I&amp;#039;m trying to figure out the best avenue to pursue when protecting information discussed at classified meetings from prying ears.  in this specific case, I&amp;#039;ve got three conference rooms, one that shares a wall with another defense contractor &amp; two that share a wall with a hallway that can be accessed by anyone residing on that floor.&lt;br /&gt;&lt;br /&gt;In discussions with my DSS agent, I&amp;#039;ve been told that there is no specific guidance that they can give, &amp; there is nothing specific within the NISPOM that addresses the topic.  we just have to take appropriate measures to prevent non-attendees from overhearing anything classified that might be discussed within the walls of our conference room when a classified meeting is being held.&lt;br /&gt;&lt;br /&gt;My agent said that even a radio could be used for this purpose.  Additionally, I&amp;#039;ve looked into white noise generators, sound deadening paint, soundproof drywall, et al, to see if any of these would suffice (apparently they might).&lt;br /&gt;&lt;br /&gt;I&amp;#039;m curious to know what others do to address this issue at their facilities.&lt;br /&gt;&lt;br /&gt;Terry</description>

Sounds like security is opting to deny him access, rather than a rule stating he can&amp;#039;t have access. &lt;br /&gt;&lt;br /&gt;I dont believe you&amp;#039;ll find guidance on either side what exactly to do. Some just think &amp;quot;OH AN INCIDENT REPORT!!&amp;quot; and they want him off the base. &lt;br /&gt;&lt;br /&gt;Others go off JPAS elligibility and what he is indoctrinated for and allow due process.&lt;br /&gt;&lt;br /&gt;If the individual was under my control and he was not forthcoming, even with a &amp;quot;its whistleblower related and I cant talk about it&amp;quot;, etc, I wouldnt stick my neck out for them.&lt;br /&gt;&lt;br /&gt;If they were honest and up front about it, and I believe the incident would be adjudicated favorably, then yes I would fight for him.&lt;br /&gt;&lt;br /&gt;Just my .02 cents</description>

Hey folks,&lt;br /&gt;&lt;br /&gt;Well I&amp;#039;ve finally seen some movement on my clearance, after almost 5 years and two expedite requests.&lt;br /&gt;&lt;br /&gt;I got an email last week asking for my wife&amp;#039;s information. While the clearance has been sitting on adjudicators desk, I got married and my wife is foreign. &lt;br /&gt;&lt;br /&gt;Because I know you&amp;#039;re wondering, yes I reported it to my boss. As I&amp;#039;m the security officer, I had him do the neccessary documenation. &lt;br /&gt;&lt;br /&gt;The email just asked for all my wifes info to be forwarded to the adjudicator. I complied and indicated we havent applied for immigration yet, and she&amp;#039;s only been to the US twice as a tourist. &lt;br /&gt;&lt;br /&gt;They aparently sent it along to OPM for the SAC on her.&lt;br /&gt;&lt;br /&gt;Does anyone know how long this typically takes and/or what it consists of? I&amp;#039;m not concerned particularly with the findings, my concern is that this is yet another stop in the process and will likely throw my case back to the bottom of the adjudication file.&lt;br /&gt;&lt;br /&gt;For catch-up, my clearance has been suspended for 5 years. I&amp;#039;m still serving as the security officer on unclass/non-jpas stuff, because my unit recognizes the suspension was for unfounded accusations. The adjudication has taken so long because it was suspended during an SSBI investigation on myself, so the CAF waited until that was finished, and because of my location it took FOREVER to finish, and it had been in ajdudication since Nov 07.&lt;br /&gt;&lt;br /&gt;They asked for my wifes details last week.&lt;br /&gt;&lt;br /&gt;Some parts of my case are particularly complicated, so I&amp;#039;m assuming if they are even bothering with the check on her, it&amp;#039;s a good sign. I have extensive derog info between 1998 and late 2003 maybe early 2004.</description>

The reasoning behind this is JPAS gets updates every night at midnight from DEERS or AFCAF, or any of the other military adjudicating facilities.  This effectively would overwrite any change you made to the personal data, so JPAS prevents it.  The only way to get this updates is through the respective CAF, so you might have to get in touch with that base or DEERS or what have you.  This can take a while, so I would definitely start on this sooner rather than later.</description>

The way I have learned to get this info is to get the employee to give you the POC Name and Phone Number for the security officer where they worked before.  Then I contact that security officer, explain the situation and ask them to send a VAL that includes all the info you need for JPAS.&lt;br /&gt;Then you can supply the info and get the RRU to go through. A lot of times its easy to forget one step or another.  The general process for this is:&lt;br /&gt;&lt;br /&gt;Add a person category&lt;br /&gt;In Process on that category&lt;br /&gt;Indoctrinate into the propper access on that category.&lt;br /&gt;&lt;br /&gt;If you forget step 1, the inprocessing and all can happen on the wrong category. The facility i work for is cleared at the SECRET level, and we have a few people with TS&amp;#039;s sponsored at corporate.  Since that is legitimate, i would assume it&amp;#039;s ok for your situation as well so long as their is a parent child relationship set up for your all three of your organizations.</description>

Depending on a persons record, it is possible but normally would not happen on the same day.   At a minimum it normally takes a few weeks, but DSS could have just had a really good day.  &lt;br /&gt;&lt;br /&gt;It is also possible for an investigation to take years.  All the information can be collected, which would cause the investigation close date, at one point...and it can take years for all the investigation information to be adjudicated, which is why the final adjudication closed in September of 2001.</description>

I am not sure I can answer everything... but I do know...&lt;br /&gt;&lt;br /&gt;You can only administer a clearance request for the same or lower level as your FCL...&lt;br /&gt;&lt;br /&gt;So if you only have a Secret FCL, you can only request clearances up to the Secret level.  The TS is a no go!</description>

To request an account, you will need to submit 2 items to the JPAS Help Desk. If your company will only have a Primary Account Manager, then name only the Primary Account Manager in the Letter of Appointment. Your company security officer or his supervisor must sign the letter. Second, a JPAS Access Request Form must be completed for each manager. To obtain this form, access the JPAS Web site. Then, click on the &amp;quot;Access Request Forms&amp;quot; link on the left side menu bar. Click on &amp;quot;JCAVS Access Request for Industry users&amp;quot; to begin downloading the form. &lt;br /&gt;&lt;br /&gt;An Access Request Form must be completed for each manager and signed by your company security officer or his supervisor. from DSS:&lt;br /&gt;Notification is only required for employees with open investigation types of National Agency Check/Local Agency Check/Credit Check (NACLC) when the marital status changes and the investigation is scheduled or open. For those situations, FSOs need only report the change is the marriage or cohabitation is to a foreign national. No update is required if an employee marries a foreign national when there is no open NACLC investigation. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I would make a note of it in security folder so when PR comes about, there&amp;#039;s documentation that it was reported. Also, if is on a SAP, I think reporting is required.</description>

We&amp;#039;re very careful to restrict this information from non-US persons.  We do not export it.  We are certified by the US/Canada Joint Certification Office.&lt;br /&gt;&lt;br /&gt;We just received a letter from a company with whom we have a subcontract.  As one of their &amp;quot;supply chain partners&amp;quot; they are requiring that we comply with ITAR 22 CFR parts 120-130, saying that all manufacturers of defense items and providers of defense services be registered with the Directorate of Defense Trade Controls. They&amp;#039;re looking for verification that we are registered.  As far as I can tell, we are not.  This is the first I&amp;#039;ve heard of this.  The way I read it (the ITAR regs), we need to register if we export this data.  The company in question is a US based company.&lt;br /&gt;&lt;br /&gt;Does anybody know about this?  Can anyone help me?  Do we need to register if we don&amp;#039;t export? (It&amp;#039;s $1750 per year)</description>

The NISPOM itself doesn&amp;#039;t directly address cellphones or any of the multitude of other devices that could potentially be a security issue.  I got my direction from a NAVSEA policy that I (basically) plagiarized &amp; embellished to fit our needs.  Here&amp;#039;s the gist of it:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&amp;quot;...It is the policy of (your company name) to comply with the requirements established by the Department of Defense (DoD) and the Defense Security Service (DSS), as described in the National Industrial Security Program Operating Manual (NISPOM), to properly safeguard classified information and to maintain (your company name) industrial security program.&lt;br /&gt;&lt;br /&gt;To ensure compliance with DoD/DSS policy and the guidelines set forth in the NISPOM, and in order to mitigate the risks associated with wireless communication devices, cell-phones (e.g., email, camera and/or video capable), other “recordable” devices (such as Personal Digital Assistants), digital/cassette voice recorders (such as Walkman), and Universal Serial Bus (USB) and/or SanDisk devices that can plug directly into a PC and bypass security passwords are prohibited from use in all “cleared” (your company name) facilities in any area where employees are working with classified information and/or where classified discussions may be held.  Any (seemingly innocuous) device that could disrupt, capture, download or otherwise siphon discrete/sensitive/classified information is prohibited.&lt;br /&gt;&lt;br /&gt;Prior to accessing classified materials and/or holding classified discussions, any/all laptop/desktop computers located in the vicinity shall be rendered inoperable (the sole exception is the (your company name) DSS-approved Automation Information System (AIS) laptop computer).  Any/all other devices (e.g., USB devices, photo-capable cellphones, et al, as described above) carried on/by the person requesting access to classified material shall be surrendered for the duration of that access period...&amp;quot;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Hopefully that will lead you to where you want to go.</description>

The only thing I have to offer is this.  If TWIC uses JPAS, then they should be able to verify just like any other agency transferring to JPAS through an RRU. I agree....legal presicriptions should never cost anyone a clearance.  The only way I could see this happening is if while on the drug the person did something illegal.  They would loose their clearance for their actions, not for the drug.</description>

The correct order is debrief, out process, then separate or delete category.  I think the problem is a category can only be deleted if there has never been a history on it.  If there has ever been an inprocessing or indoctrination, you can&amp;#039;t delete the categories....you should only insert a separation date.  If you MUST make sure the category doesn&amp;#039;t show up, put in a separation date older than 2 years....this will remove it from the person summary page, but still keep it on the add remove non dod person page.</description>

Not sure how industry handles this, but here&amp;#039;s USAF guidance:&lt;br /&gt;&lt;br /&gt;5.7.4. Security Clearance Eligibility. In order for individuals who hold foreign passport and dual citizenship to be considered for and/or be granted security clearance eligibility the following must be completed:&lt;br /&gt;5.7.4.1. Provide a written statement expressing their willingness to renounce foreign citizenship claims in favor of a sole United States citizenship status. Actual renouncement is not required.&lt;br /&gt;5.7.4.2. Return and or destroy the passport.&lt;br /&gt;5.7.5. The renouncement statement and documentation of destruction of the passport must be provided to the AFCAF. The AFCAF reviews each case on its own merits to determine security clearance eligibility.</description>

If the database was having issues they might have restored old data.  Best thing to do is get on the phone with the JPAS Helpdesk at 888-282-7682 and ask them to update the information.  They might advise you to do an RRU, in which case just state what has happened and send it to the appropriate adjudicating facility.</description>

My hat&amp;#039;s off to all of you who continue to serve in a security capacity, because I have decided not to tolerate the stress of dealing with those who seem to think &amp;quot;compelling business needs&amp;quot; justify a neglect of their security obligation as signed on the 441 and 312.  I joined the hordes of dissatisfied employees who left before having to be involved in any more of the company&amp;#039;s bad security practices (among other things), poor management and highly probable insolvency. After requesting clearance confirmation from DHS, you wait.  They&amp;#039;re pretty good, but it&amp;#039;ll take them a few days or a week or so to generate confirmation of clearance information on DHS letterhead.  They will usually fax this letter, but they may choose to email it if your request was via email.&lt;br /&gt;&lt;br /&gt;Once letter is received, FSO generates an RRU to DISCO requesting the investigation performed by OPM (or other agency) and adjudicated by DHS be reviewed for an Industrial Clearance.  Cite the investigation type and date closed as well as the DHS clearance and date granted and Industrial Clearance level requested.&lt;br /&gt;&lt;br /&gt;Follow up the RRU with a phone call to the Help Desk and explain the request to the CSR.  They will probably ask you to fax the letter to his/her attention so that they can &amp;quot;write up&amp;quot; the RRU and attach the FAX.  This also, conveniently, gets the RRU on the &amp;quot;top of the stack.&amp;quot;&lt;br /&gt;&lt;br /&gt;Heave a sigh of relief, sit back, and wait. It may take a month, it may take two weeks, it might take 60 days - but once DISCO verifies the clearance informatio, they will populate JPAS - and you will get an Eligibility Change notice within JPAS as the owning SMO.&lt;br /&gt;&lt;br /&gt;Good Luck!&lt;br /&gt;&lt;br /&gt;...Bob</description>

If the subject has a clearance with the Guard they should already be in JPAS, so no need to create a record. You can honor the clearance eligibility in JPAS immediately as long as it&amp;#039;s current. The investigation should be okay as it&amp;#039;s the same for military/industry (NACLC or SSBI). Eventually the Industry information should flow to the record in JPAS as long as the FSO notifies DISCO.</description>

It also says all CUI markings, such as FOUO, LES, LIMDIS, etc., will be replaced with a new standardized marking.
