There is a new directive out from DSS that is placing some severe
limitations on what I can do to assist the security community. If you are
interested in viewing it, it is available on the DSS website at the
following location:

https://www.dss.mil

What it effectively states is a JPAS user can only act on behalf of the
company they work for. Contractors can hire other firms to help manage
their records, but the consultants / sub-contractors must be full fledged
employees. As such, I can't log in to check on records or update anything
in JPAS. Quite literally, the only help I can provide is as advice. This
is going to seriously hinder my ability to help, so I am taking this time to
step away. There are also external events going on in my life that are
limiting the free time I have, so unfortunately JPAS is going to have to be
placed on the back burner for the for-seeable future.

I am going to leave the website up and running, as I am certain the
community can use it, but my role is going to be very small in its
progression. There are several members, in the chat rooms almost daily,
that you all should consider using for questions, but they are bound by the
same rules as I am. I will continue to check in the chat rooms and forums
as time permits, but for now any emails I recieve are just going to be
posted in the forums for the community to answer. Unfortunately, I just do
not have the time anymore to answer emailed questions.

I would recommend all members check out the Downloads section and the
Documents section of the website for answers as well. I have plenty of
video's and checklists and such available for download. In an effort to
make the site more user friendly, I am also eliminating a few modules that
don't get used very often. I still want to make this site the best it can
be, so if you would like to see something added back, please just let me
know.

I hope you all understand the position I am being forced to take, and I
really appreciate the support each and every one of you has given me over
the last few years. I hope your JPAS encounters continue to improve and I
am certain the community will be able to help out. Thanks again.

JPAS Update 2.3.3.2, 2/05/07: The circuit for the JPAS release 2.3.3.2 (Signature Page Attachment) has been installed. DSS is working with the Defense Telecommunications Service Washington to secure the 1-800 number which will finalize activities for release of 2.3.3.2. DSS will notify the user community of the "go live" date and 1-800 number as soon as it is received. The following is a message sent out by Robert Andrews, the Deputy Under Secretary of Defense. It seems some organizations are not honoring clearances that are out of scope due to the DSS funding issues. This message states that all organizations must honor the information in JPAS. Clearances do not expire, and if an eligibility is list in JPAS then the person has that access level regardless of when the actual investigation was completed. Hopefully, this will help anyone handling visit requests. The text of the attached PDF is below:

SUBJECT: Personnel Security Clearances in Industry

It has come to my attention that some DoD organizations are denying contractor employees access to Defense facilities and classified information because the employees have a personnel security clearance based on an investigation that is beyond the renewal date. Budget issues within the Department suspended industry clearances processing for several weeks. Due to the suspension, many of the Periodic Reinvestigations (PRs) were not submitted on time. As a result, many periodic reinvestigatioris are overdue.

Personnel security clearances do not “expire.” Contractor security clearance and investigation data can be confirmed by querying the Joint Personnel Adjudication System (JPAS). Contractor employees are eligible for access to classified information if current eligibility is indicated in JPAS.

Please ensure that this memorandum receives widest dissemination.

Just an update here. I have been getting some reports of the days till termination countdown not working properly for people filling in their PSQ data. The following is an email from DSS about this problem.

It looks like I have good news on the clearance front. The communication error between JPAS and EQIP appears to have been corrected. Sources at OPM indicated they had
created a patch on Monday that was tested on Wednesday. The patch appears to have worked, and was installed on the live server Wednesday night. As such, the links to
submit to DISCO for all of you applicants should now be showing up. Please check your records and confirm. Since this patch is newly installed, it might still have a few
bugs to work out, but for the time being it looks like the problem has been solved. If you find you still have individuals who you cannot submit to DISCO, please contact the JPAS Helpdesk at 888-282-7682 option 2.

Another update has also been made for pending investigations. Along with the communications problem between JPAS and EQIP, there was also some data errors within the database that might cause problems. If, when you try to submit to DISCO or Revise the PSQ, you get an error prompt saying something like "select a position code from provided list of values", follow the instructions below:

On the Person Summary page for the applicant, click on the pending investigation
request link.

At the top of the page that loads, click on the 'Scope Detail' button.

At the top of the new page that loads, click on the 'Determine Investigation Type'
button.

Click the 'OK' button.

Now, revise or submit the PSQ as needed. This should rewrite the missing data and get everything moving forward. I would first like to appologize to the members who have already recieved a similiar message. There were problems with my hosting company and this message did not get sent out to everyone. I now have the problem fixed, so I am resending this information. On Sunday, July 16, a group of us are getting together for a luncheon at the Olive Garden in Waldorf Maryland. I think this would be a great way to put some faces to names we see in the chat room and forums, and I hope many of you will as well. The luncheon will take place at 11:00 A.M., and should continue on as long as people are still interested. I installed a chat room module, so check it out sometime. Anyone who has logged into the chat room will be listed, and real time conversations can be held. The only problem is, more people need to log in or the rooms show up pretty empty. We have almost 600 members, so come on and chat. This community can help everyone out!

We have broken the 500 member mark, this site is getting bigger and bigger every day. I am glad that we can all come to a mutual meeting ground for questions and answered, and am so happy this site is working out as well as it has. Unfortunately, with it getting as large as it has, there has been an increase in the cost. This site is set up through a hosting company, and my charges each month are beginning to add up. Answering questions and keeping the forums flowing is also taking a larger and larger chunk of time.

In an effort to keep this site free for everyone, I have setup a donations block. If you feel this site is helping, and you would like to help keep it around without a registration or monthly free, please make a small donation. Every little bit helps, and I'm sure with a member base as large as this one, we can keep things running smoothly for the forseeable future.
